what are safe harbor laws?

For my E-commerce class, I have to research internet regulation, more specifically safe harbor laws. During my research I have found something about seven principles having to do with the EU and US. Im not sure if this is correct, or am I looking at the wrong thing?

I followed some wiki article links trying to keep them related to e-commerce and came to http://en.wikipedia.org/wiki/International_Safe_Harbor_Privacy_Principles which looks like the kind of thing you've found, so I think you're on the right track.
