Who would be the decision maker in buying a WCM solution for a corporate? The Marketing or the IT Head or..?

Who really needs a Web Content Management, is that the Marketing team or the IT team?
What would be the Target Market for this? (Industry, Geography,)

The answer is simple, both need a CMS (Content Management System). The reason is that Marketing needs a way to place content to the web, and IT needs to make sure that they have to do as little as possible to place content on the site. You need to approach both customers with different messages.

The marketing peeps will most likely want to know how it can help them generate SEO friendly content on the fly. The will want to be assured that the design is flexible enough for them to design what they want while easy enough that anyone can use it.

The IT people will want to make sure that it is easy to install, easy to maintain, cost effective, and secure. It has to be all or none with the IT people.

As far as a "to market strategy," you will need to focus your efforts on both segments because you never know which department if going to be the group requesting the RFP (Request for Proposal). In my experience, it has been about a 50/50 split on who heads the program, but it always ends up being a joint decision because of how many people touch the product.
